Level 4071 Candy Crush Saga is classified as a nightmarishly hard level so you may lose some lives before you manage to pass it. This is a jelly level, you have to clear all the jelly to complete the level. The middle part of the board is locked so you will need to unlock it to begin to clear the jelly. The keys drop from the top of the board when you start making moves.
The first job is to get the keys dropping and collect them to get the middle of the board unlocked so that the candies can drop into the bottom part of the board. The bubblegum will help when it starts to pop as it will help clear blockers, toffees and jelly.
Once the keys are collected and the board is unlocked you can start to work your way down the board and work closer to the bottom of the board. Working lower on the board will help to create cascades which will clear blockers and jelly without wasting too many moves.
As with all jelly levels, especially these super hard ones, you need to take your time, don't rush to make a move without looking carefully at the whole board as there may be a better move somewhere else. You will need to make plenty of special candies and combos to have a chance of completing level 4071. Look for chances to make colourbombs especially and try to switch them with a stripe or a wrap if you can.
Don't worry too much about the chocolate in the bottom part of the board, as long as you make plenty of special candies and combos you should keep the chocolate under control and eventually clear it completely. Don't waste moves trying to clear the chocolate, concentrate on clearing the jelly using combos and the chocolate won't be a problem.
