Level 445 Candy Crush Saga is classified as a nightmarishly hard level so you can expect to lose a few lives before you manage to pass it without boosters. This is a dual task level, you have to collect the gummi dragons and clear all the jelly to complete the level. The dragons are on the board at the start of the game so need to be collected. The video below was made before the cherries were changed to dragons but the strategy is the same and they will be collected in exactly the same way.
You can almost ignore the dragons because the toffees holding them back will have to be cleared to get to the jelly underneath, this will collect the dragons so you don't need to do anything else to collect them.
There are jelly fish dispensers at the top of the board at each side, these will give you some very useful jelly fish. Remember that the fish will always target squares with jelly in them, even if there are toffees or other blockers on top of the jelly, so they will help to clear the toffees as well as the jelly. There are also some chocolate machines which will try to block up the board with chocolate, but as long as you keep making special candies and combos the chocolate shouldn't be too much of a problem.
Treat this as you would any normal jelly level, work as close to the bottom of the board as you can to create cascades which will help to clear toffees and jelly without using too many moves. Take your time, there is no time limit and the chocolate will only grow one square after you make a move, nothing will happen while you are deciding on your next move. Look carefully at the board before every move and don't miss any chances to make the special candies and combos you need to clear the toffees and jelly and complete the level.
