Level 5494 Candy Crush Saga is classified as a nightmarishly hard level so you may lose some lives before you manage to pass it. This is a dual task level, you have to collect the gummi dragons and clear all the jelly to complete the level. There is jelly over the whole board so everything has to be cleared to complete the level.
There are some helpful candies on the board, wraps, stripes and jelly fish, all of these will help with clearing the blockers and jelly. You don't need to worry too much about the dragons, they will be collected as you work on clearing the jelly. To get to the jelly you need to clear the blockers and chocolate.
As with all jelly levels you need to make as many special candies and combos as you can to blast away at the board.
It is fairly easy to make colourbombs in this level, so look for chances to make them whenever you can. When you have a colourbomb try to switch it with a stripe or a wrap if you can, drop the special candy next to the colourbomb since you can't move the colourbomb. If you can manage to get two colourbombs together better still as switching them together will clear a whole layer from the board with one move.
Take your time, there is no time limit, and look carefully at the whole board before every move. You can't afford to waste moves so try to make a special candy or a combo with every move if you can. The chocolate can't spread to begin with because it is surrounded by blockers, so no need to worry about it until it is released if you haven't cleared it by then. Even if the chocolate is released it will only grow by one square after you make a move, and only then if you don't clear any, so don't let it rush you, take your time and think before you move.
