Level 4743 Candy Crush Saga is classified as a nightmarishly hard level so you may lose some lives before you manage to pass it. This is an order level, you have to collect the gummi dragons to complete the level. The dragons are all on the board at the start of the game and need to be unlocked from the licorice locks before they can be collected.
The video below was made before the cherries were changed to dragons but the strategy is the same and they will be collected in exactly the same way.
Some of the locked cells contain chocolate and some have toffees, but none of these will stop you from clearing the candy canes using combos. What will stop your combos are the licorice squares, so these need to be cleared as soon as possible. As you begin clearing the licorice the keys will be released, collect the keys as they drop to open up the left side of the board. Forget about the dragons for now, trying to unlock them from the licorice will just waste moves and you don't have many to spare. When you clear the cake it will unlock all the dragons.
As you unlock the board you will be able to use stripes from the dispensers at the top of the board to begin clearing the cake in the bottom left. A stripe/wrap combo is the best way to clear some of the cake sections. The cake will clear a whole layer from the board and if you have managed to clear some of the toffees along with the cake this should be enough to collect all the dragons.
There are very few moves available so you need to make every move count. Your priority is to collect the dragons and to do that the cake is vital. Look carefully at the whole board before every move and take your time, there is no time limit and nothing will happen while you are thinking about your next move.
