Level 9983 Candy Crush Saga is an order level, you have to collect toffees, licorice squares and cream blockers to complete the level. The orders are all on the board at the start of the game so just need to be completely cleared to complete the level. You will get some wrapped candies dropping from the dispensers at the top of the board and these will be helpful as wraps are one of the best ways to clear the orders needed.
There are candy cane fences down both sides of the board which will prevent you from making moves beside the orders, so you will need special candies and combos to cross the candy fence to get to the orders in the sides of the board. The toffees and blockers will travel up the conveyor on the left and into the top of the board and they will be easier to clear there, but you will still need to clear most of them by using combos while they are in the sides.
Try to make stripes and colourbombs to match with the given wraps for the best clearance of the blockers and licorice. The only strategy really is to keep making combos and avoid wasting moves and you should be able to complete the level in the moves available.
