Level 5604 Candy Crush Saga is a normal jelly level, you have to clear all the jelly to complete the level. There is jelly over the whole board so everything has to be cleared to complete the level. There are two UFO's on the board in the locked cells at the bottom of the board. To release the UFO's you can use the cakes. Clear the cakes and they will unlock the UFO's.
To begin with work on clearing the two cakes. You can use the stripes from the dispensers at the top, switch them together or switch them with a wrap or a colourbomb if you can make them. The first cake will clear the marmalade from the keys and the second cake will collect them, this will allow the UFO's to drop through into thew top corners of the board.
The UFO's can be launched using the stripes from the dispensers at each side of the board, keep making moves under the dispensers until you get a stripe to use to launch the UFO's. The UFO's will always target squares containing jelly if they can so they will likely finish clearing the jelly for you at the end of the game.
Take your time, there is no time limit, and think carefully about every move before you make it. There is no need to rush your moves, nothing will happen while you are thinking about your next move.
