Level 3962 Candy Crush Saga is a normal jelly level, you have to clear all the jelly to complete the level. The jelly is all under the licorice and chocolate so these have to be cleared before you can clear the jelly. You are going to need to make special candies and combos to clear the chocolate as it is not possible to make matches beside the chocolate due to it being guarded by the candy cane fences.

First clear as much of the licorice as you can to open up the board, then you can begin to look for chances to make stripes and wraps and even colourbombs. You won't be able to complete level 3962 unless you concentrate on making special candies and combos, simple matches of three just won't be enough to clear the chocolate and the jelly.

Once you have cleared some of the licorice on the conveyor along the bottom of the board you can use the conveyor to get stripes and combos into position to clear the sides of the board. Try to think one or two moves ahead so you know where the candies on the conveyor will go when you make your moves. Work as close to the bottom of the board as you can to create cascades which will help to clear jelly without using too many moves. 

Take your time, there is no time limit and nothing will happen while you are thinking about your next move. The conveyor will only move one square after you make a move so you have plenty of time to study the board before your moves.

Level 3961 is classified as a hard level so you can expect to lose a few lives before you manage to pass it.

You really need some powerful combos to have any chance of passing this level and I'm not sure if it is possible without boosters. First clear the marmalade to open up the board and then look for chances to make colourbombs, they are not a lot of help alone, but if you can switch them with wraps or stripes they will be a lot more useful.

Once the licorice at each side is cleared the chocolate will begin to spread so you need to get it cleared and this is where your colourbomb combos come in, if the chocolate starts to take over you will struggle to make good moves and there is jelly under the chocolate so it has to be cleared anyway.

If you can manage to switch two colourbombs together it will go a long way to getting the chocolate and licorice cleared so you can see what needs to be done.

I have not managed to clear this level without boosters and the only videos available are made using boosters. The video below by Johnny Crush is made using a colourbomb and a stripe/ wrap boosters. It starts with 20 moves but is completed in the 18 now available.
