Level 4000 Candy Crush Saga is a dual task level, you have to collect toffee squares and clear the jelly to complete the level. The toffees are all on the board at the start of the game and need to be completely cleared to complete the orders. Some of the toffees don't have jellies under them, but this is irrelevant since the toffees all need to be collected.

Collecting the toffees is not too difficult since they are just two layers thick, so clearing the two cakes will take all the toffees from the board. For this reason you should concentrate on clearing the cakes so that the toffees will be collected. At the same time as you are clearing the cakes you will be clearing the jellies. 

Use the stripes from the dispensers at the top to clear the top cake, switch them together if you can. Another good combo for clearing the cakes as well as toffees and jelly is a stripe/wrap combo. Take your time, there is no time limit, and check the board carefully before every move. Nothing will happen while you are thinking about your next move, the conveyors will only move one square after you make a move. You can also use the conveyors to get combos together and to make matches if you look carefully before each move.

Level 4000 is a dual task level, you have to clear all the jelly and collect all the waffles to complete the level.

The main focus should be on clearing the cakes, these will clear most of the waffles you need plus the jelly. There are only three colours on the board so it is fairly easy to make special candies and combos even though the board is quite restricted to begin with.

Use the stripe dispensers whenever possible as the stripes will clear the tricky corners of the cakes that you can't make matches beside. Wrapped candies are one of the easiest specials to make, but they are most useful when switched with a stripe.

The best combos are colourbomb combos which is normal on a jelly level, but they are not the easiest specials to make to begin with. Once one of the cakes is cleared it does get easier to make colourbombs and you should try to switch them with a stripe to clear the waffles. All the waffles on the board have to be cleared and many of them are inside candy canes so can only be cleared using combos, so once you get to the last few waffles you will have to think very carefully about your moves.
