Clear the blockers between the chocolate spawners to get candies in the bottom part of the board. 
The candies fall through the teleports into the left bottom, through that and into the right bottom, so the right bottom section is the "bottom" of the board. Any move you make in the right bottom will affect the whole board. Moves you make in the left bottom will affect the top but not the right bottom, unless you are using specials or combos which fire into that section.
There is jelly under all the blockers between the chocolate machines so everything has to be cleared.
Don't let the chocolate take over too much, if you plan your moves carefully you should be able to keep it under control.
You especially don't want the chocolate blocking the teleports and stopping the candies falling through.
Colour bomb/stripe combos are especially good for clearing the chocolate and jelly.
If you need to use boosters you may find the jelly fish booster very helpful for level 1310.

 You have to break through all the icing to reach the jellies on the bottom part of the board.   
The chocolate takes over QUICKLY so don't let them get out of your control.  The first place the chocolate seems to spawn to is the teleports so if you can get to those jellies before they get smothered in chocolate  that would be very ideal.  
If you can clear all the icing blockers up top and still have moves left the bottom is pretty easy. Try to clear the top jellies down there first as those are the ones that will not refill if the portals get blocked by chocolate.

Look carefully at the board before you start to play, your aim is to clear the chocolate in as few moves as possible. This will give you more space to make special candies and combos, which you will need to clear the jelly and pass level 1305.
Matches of three won't be enough to clear level 1305 in the moves available, you need to concentrate and look for combos with every move.
Colour bomb/stripe combos will clear a lot of blockers and stripe/wrap combos will also be very useful.
If you are struggling to pass level 1305 try a fish booster, which will clear jelly from under blockers.

 Marmalade , chocolate, blockers, crates, combos.   
Get rid of the marmalade so you can make a hole in the chocolate so the bottom can start to refill.  
Remember you can use the candies under the marmalade in your moves.  You can also try to refill the bottom by breaking the center wall of blockers and let it refill from the side.. that may also help you contain the chocolate to the top. 
 If the chocolate starts to spread to the center column get it right away so you don't overlook it.  There are jellies under the chocolate crates on the bottom but I found  once the board opened up  up top you can concentrate on chocolate bombs and stripe combos... 2 of these pretty much took out this board.

Candy Crush Saga Level 1323

Hints and tips showing how to pass level 1323 Candy Crush Saga without boosters.
You need to collect 4 ingredients, which all come out of the same dispenser in the middle of the board.
The exit for the ingredients is directly below where they appear so you must not move them out of the column they are in. If the ingredients get onto the conveyor you will be hard pressed to get them back where you want them.
You will need to blast your way through the cream blockers to make a path for thr fruit but there is no need to clear the whole board.
Be very careful when clearing the bottom blockers either side of the exits that the fruit doesn't fall out of line. To prevent this happening make sure there is a candy on the conveyor below the blocker before you clear it.
