The new jelly meter is really helpful in  level 1607.  The jelly is obscured by all the licorice and it helps to keep track. 
 First try making a dent in the licorice to open up the board more.  You may not get rid of it all because there are licorice dispensers up top but you can make a big dent in them.  
Start with moves where you can get rid of 3 at a time if you have any.  
There is no sense in trying to avoid the bombs - I tried and you can't... it's easier to just deal with them as they come.  
The conveyor belts help shuffle them around so they rarely get stuck.  Try not to let them fall to the conveyor belt or they may get lost in the licorice and it will be hard to match them.    They are 12 count so you can leave em be for a few moves  until they can fall to where you have some jellies.  It helps to do that because it frees you up to look for combos and it will kill a bomb and clear a jelly at the same time.  
But again, if a bomb starts to fall to a cluster of licorice swirls just get rid of it.  I consistently got down to one or two jellies and they were always the same ones on the bottom row.  So don't forget to search the borders for moves so that doesn't happen to you.  Especially the bottom.

Level 1606 Candy Crush Saga can require quite a bit of concentration.  
The first thing you want to do is take care of that evil spawner.  I played this level multiple times and it never really gave me many problems.  Only complaint is it took 5 of my moves that are much needed to make stripes to be able to drop the cherries and keys down so you can squash them.  
Stripes/wraps are obviously the combo of choice to break the marmalade.  Once the Cherry drops to the conveyor belt,  it will cycle around to the bottom belt, once there, get it on the board at the same time checking your board after every move for a stripe or wrap or chocolate bomb set up.  
The ingredient exits are the locked jars on the bottom row.  You need 3 keys to unlock them.  You CAN get multiple keys from one block where a cherry is released.   Primary focus on this board is get stripes and wraps, stripe/stripe or chocolate bombs to get those cherries released.  Then unlock the jars.  Then get the ingredients onto the board near the exits and out the door.

You will need to clear the Evil Spawners from along the top of the board, there are jellies under them but when they explode they will take any jelly with them. If you don't destroy them fairly quickly they will keep spawning licorice into the spaces between which makes it almost impossible to clear the jelly until the spawners are destroyed..
Vertical stripes and especially stripe/wrap combos repeatedly fired at the spawners will eventually clear them.
Colour bomb/stripe combos can be useful, but get as many candies of the stripe colour on the board before you switch them.
A double colour bomb combo is excellent as it will clear a layer of everything off the board and also give you a hit on all the spawners.
