You have 28 moves to collect 42 chocolate squares.
There are already 32 chocolates on the board, 9 or these are licked by licorice strings.
It is possible to collect enough chocolate without unlocking the chocolate machine in the middle, but you will struggle to collect enough if you don't unlock at least some of the locked chocolate.
First you will need to clear some chocolate to open the board a bit but don't clear it all. Leave some to grow while you make stripes to unlock the middle section of chocolate.
I found the best way to deal with chocolate collection levels is to allow the chocolate to grow for a few moves, then clear as much as possible for a few moves, then repeat.

The most challenging part is getting the cake cannon so work towards that from the start. A double colour bomb combo will remove all the licorice and about half the cake pieces.
The other, not so easy, way is to puff up the frog, use him to remove the licorice swirls so the combos can reach the cake, then drop some stripe/wrap combos onto the conveyor belts.
It won't be too difficult to make combos as there are only four colours on the board. I used the frog on the bottom cluster of licorice first, then dropped some stripe/wrap combos onto the conveyor belt on the left.

Candy Crush Saga Level 1649

You only need to collect one ingredient to complete level 1649 Candy Crush Saga, but the ingredient has to make it's way down a complicated trail of conveyors.
You need to remove candies from the squares below the ingredient at exactly the right time to allow it to fall into the next square down. 
See image.
Removing candies from anywhere lower than the ingredient will move it down the board as long as it is in one of the squares shown in the path it needs to take.
The stripes given on the right of the board will help a great deal as long as you use them at the right time. Save your best moves for when the ingredient is in position to fall down.
