Level 1991 Candy Crush Saga is classified as a hard level so you can expect to lose a few lives before you manage to pass it.
You have 16 moves to collect the 20 cream blockers and 16 licorice whirls. 
This this is by no means easy, especially having lots of marmalade in the bottom half of the board.
It's really just a question of looking for combos and bringing them down into the bottom half of the board to hit the cream blockers. The licorice can be hard to collect as there is not enough on the board to begin with and if you make a match beside it to collect it no more will drop down the next move, so it is better to use combos to collect the licorice so that it keeps dropping.
You should look for colourbomb combos to clear the most marmalade and collect the blockers and licorice, switch a colourbomb with a stripe or a wrap for the best results.

Level 1990 is a dual task level, you have to collect the 4 cherries and clear all the jelly.
To clear the jelly you need to clear the cake bombs as there is jelly under them. When you clear the cakes the cherries will fall down through the exits without much help form you so you can more or less forget about them.
Working in the bottom will bring the candies down from the top, so you can get stripes and combos into position to hit the cakes by making them in the top half and dropping them down into position.
Because there are only 4 colours on the board it is very easy to make special candies and combos, but this often works against you as the combos easily self destruct as you are getting them in position.
A coconut wheel booster can be helpful on level 1990 if you are having trouble clearing the cakes.

You simply need to collect 20 chocolates in 25 moves.
Since there are already 12 chocolates on the board you just need to allow it to grow 8 more by not clearing any chocolate for that number of moves at some stage during the game.
This is a fairly easy level as long as you keep your eye on the number of moves you have left and the amount of chocolate you need, it's easy to run out of moves if you are trying to get a good score.
The only thing you need to watch out for is the chocolate blocking off the top of the board, if you let that happen you may fail as no more candies can fall.
