You have 22 moves to clear the jelly and complete level 2991 Candy Crush Saga.
Your main focus needs to be on clearing the cake bomb in the middle, as there are jellies under it and it will help clear the rest of the jellies too.
From the start look for stripes and stripe/wrap combos, you can use the conveyors to get your specials and combos into position to hit the licorice and the cake.
Once the licorice is gone it won't come back, so you will be able to hit the cake quite easily and it may be possible to make matches next to it too.
Don't worry too much about the chocolate to begin with, it can't cross the conveyor although it can spread upwards once the candies are unlocked. But the chocolate will be cleared by the combos as you clear the cake.

The start of level 2990 is all important, if the special candies are all destroyed in the first cascade you'll have little chance of clearing all the jelly in the few moves available.
Wait until the board settles and see what combos you have left on the board.
A double colourbomb combo is one of the best combos and also a stripe/wrap combo. Either one of these will give you a really good start on clearing the jelly because they will give you loads of fish!
Fish from the fishing floats are the only things that will clear this level for you, you have no chance of clearing all the jelly in the moves available if you can't hit the floats with combos at least 2 or 3 times.
Hitting the floats with a single stripe or wrap won't help much but a combo, especially one that goes along the whole row, will help a lot.
The more times you can hit the floats with combos the better chance you have of completing level 2990.

You have only 12 moves to collect 18 wrapped candies and complete level 2989 Candy Crush Saga.
Collecting the wraps is not as hard as it sounds as there are 4 UFO's on the board which will give you 12 of the wraps needed so all you need is to make 6 more to complete the orders.
From the start you need to be making wraps, forget about the chocolate, if you make wraps they will clear the chocolate for you and if it starts to take over too much you can quit and start again as you won't be able to finish the level if you have to waste moves chasing the chocolate.
Making wraps will also collect the keys as the blast from the wraps will bring the keys down to where they are detonating. 
The keys will unlock the UFO's and they should be used as soon as they are unlocked. Be careful that the second UFO doesn't get eaten by chocolate, if the chocolate has nowhere else to go it will eat the UFO, so any licorice needs to be cleared from around the chocolate before you collect the second key if it is blocking the chocolate.
