Although the title of this post says these are tips for passing level 3064 without boosters I don't think it is possible at the time of writing. I have tried numerous times without boosters with little success, haven't even come close.
You have a few options, depending on how many boosters you have.
1. Coconut wheel booster.  I have used the coconut wheel booster with varying degrees of success, as long as you make sure it hits the spawner every time you use it you have a chance of getting somewhere.
2. Space dash or helmet.  This works best if you can switch the colourbomb with the stripe as this will clear more blockers, although switching with the wrap can hit the spawner a couple of times if the candies are in the right place.
3.  Hit it with every booster you have combined with the space dash and you can't fail. One thing to bear in mind if you go for this option, you MUST make sure you have enough hands, hammers etc. to complete the level to avoid wasting your boosters.

You have to collect fish and bombs to complete level 3062 Candy Crush Saga.
The bombs drop down the diagonal columns and can be collected as they drop onto the main part of the board. The fish are provided by the fishing floats which first have to be unlocked.
There's no need to unlock all three floats, a sideways stripe along the bottom will unlock the bottom two, which should be enough to give you the fish you need as long as you hit them with a couple of combos. The fish will also collect bombs for you so you shouldn't have too much trouble with this level.

Level 3061 is a jelly level with only 20 moves. There are two things to be concerned about at the start of the level, one is the chocolate which will take over the board very quickly if you don't get rid of it fairly quickly. The other is the bombs. The bombs are not hard to clear but mustn't be left too long or they will kill the game.
First make moves that will clear some chocolate to stop it from growing, then you need to look for combos to get the jelly and blockers cleared. Matches of three won't be enough with so few moves so you need to carefully look for chances to make special candies and combos with every move.
Work as close to the bottom of the board as you can to create cascades but remember to check the whole board before every move so you don't waste any moves.
