The whole board is covered in jelly, some double and some single, but the good news is that you don't need to worry about the bombs exploding as they have a countdown that is more than the moves available. Remember the bombs only count down when you make a move so there is no need to rush.
There is a frog provided to help, but don't waste moves charging him up. Work on making colourbombs and other special candies and he'll fill up as you go. Colour bombs, stripes and stripe/wrap combos are most effective, but any special or combo will help clear the jellies. The frog can be used to either unlock the locked cells or to clear any odd jellies you have left when you are running out of moves.
Because there are so few moves you will need some powerful combos to clear all the jelly, colourbombs should be switched with a stripe or a wrap if possible, but don't waste too many moves trying to get them together, instead use the colourbomb on a single colour and it may give you another colourbomb. Look carefully at the board before every move and take your time, there is no rush to finish.

Awful level....
This level looks like you just have to wait to get a very lucky starting position. Filling up the frog wastes too many moves.
Move tip advice is utterly worthless unless you are stuck with only one possible move, as are Mr. Toffee's tips. Both should be ignored. (I was once advised to make my last move on a totally worthless combination, while the one I used got the last ingredient off the board.)
Oy Vay!!!!!
This level is not as easy as it looks since most of your moves are for those pesky bombs. Eventually you'll get it with some luck!
You need chocolate bomb plus striped candy to have any chance, found it very difficult but got it after fifty or so tries.
I've lost count as to how many times I've played this level - both on the computer and my phone. I've only managed to clear the bombs twice and after that, I didn't have enough moves to clear the jelly. I've even gotten a chocolate bomb and stripe more than once, but that's not even a guarantee. Ugh.
Finally beat this level - only because I was able to get two chocolate bombs and two stripes matched together. Seems this is what you need.
Hate it ...
What I found usefull on this level was 2 wrapped candies in the middle right next to bombs, it blew all bombs up, which left me plenty of moves left to remove jelly
Have played this level at least 50 times and have not come close to clearing the bombs even once. Aren't many combinations available to make
Ugh! I was close! So close to beat it:(
I'll be sticking to make as many special candies as possible. But 20 given moves for all those bombs are tough!
Yay! After I commented above I beat this level with 3 stars! No booster, no extra life. Just be patient! Your easy board will come too.
Oh my goodness...this level is awful...knowing I have to keep playing until a "lucky" board comes along is depressing! This whole section has been dreadful...and not fun at all...I am playing CC less and less because it has stopped being fun. I play these games to have fun and enjoy myself...and this is just not fun anymore. :(
Two color/striped combos before the 20-move bombs go off. That should put you right on the doorstep.
It took me probably 100 tries but finally I did it. What you have to do is use an iPad or iPhone and add a free color bomb from the free spin wheel to start. Check the board before playing, and wait until your first board gives you a color bomb/ striped combination on the second or third move. Quit the game over and over until that combination appears, it does not cost you a life. I probably played 3 games before I won but starting off with a color bomb/striped really gets you started on the right foot.
Two stripe wrap combos opened up the liquorice for me followed by a couple of chocolate bombs. Didn't touch the frog! Took about 3 days for the lucky board to appear. Saved time by rejecting lots of boards that looked like non-starters with the back button.
JanC here. wasted 50+ games focusing exclusively on the bombs. The few times I cleared them all, there weren't enough moves left to clear the jellies. I used up all my stored up sprinkle balls from the daily spin (even matching two) to no avail. Finally I realized I had to focus on making special combos all over the board as my priority. A couple dozen games later, that strategy worked. Phew!
Of course right after reading this I beat the level!
Xcellent tips! I focused on making specials and combos to wipe out the bombs. And it worked. Thx everyone. You saved me a lot of pain.
This level is horrible, so sick of it! Probably been on this level 2 months. I think I will quit. Enough is enough no longer fun!

Guess I got a lucky board...got on second try with twenty moves left. Made one move and entire board started cascading. Just had to pick up strays after that.
How do you ever do this? I'm starting with 14 moves so I don't even worry about bombs exploding before I run out of moves. Level is driving me nuts
How is a person supposed to beat this level with only 14 moves????
661 662 663 only gave 14 moves!! WTH???
How do I beat level 663 with only 14 lives???? Seems impossible. Help¡!!!!!!!!!
According to above should be 20 moves but only get 14
