Hints and tips showing how to pass level 4684 Candy Crush Saga without boosters by Cookie
Level 4684 Candy Crush Saga is an orders level, you have to collect chocolate, waffles and yellow candies to complete the level.
The chocolate is on the board so you just have to clear it and the yellow candies are in the left side of the board under the crystal candies so these take a bit more clearing. The waffles also drop down the left side of the board and these are the hardest to collect, mostly because you need a lot of them and you can't collect more than you can see even with combos.
At the time of writing I don't believe that this level is possible without using boosters as the moves have been reduced to only 18 and there are no videos on YT at the moment made using this number of moves. I have been pretty close to clearing the level with 18 moves but not quite managed to get all the waffles.
First you need to clear the chocolate using wrapped candies and wrap combos if you can make them, then you need to look for colourbomb combos to start working on clearing the yellows and waffles. The wraps down the left side will help, but they won't be enough to clear all you need so you are going to need to make other combos to hit the waffles.
The best combo of all is a double colourbomb combo, this will get you closer to collecting the waffles than any other and the game where I got closest to completing was the one where I managed to make this combo.

To get enough waffles, you need to set off the wrapped candies that are between the waffles because they hit two waffles when they explode--the one above them and the one below.
Hard but not impossible. Use the initial lucky booster. It gives waffles allowing to complete the level

I was lucky I managed to get two colour bombs together twice and completed with 3 moves to spare. Pure luck though I am sure!
Not enough moves! I got colour bomb combo in the last 4 moves which left me with 4 wraps of the same colour left, so had to use my precious gold bars to get another 5 moves. Lucky to get a colour bomb to use on the same colour of the wraps, then a blessed hammer on my last wrap. Lot of luck and no gold bars or boosters left!!!

I started with a double color bomb, which was probably the one way to pass this level. I also used two hammers near the end to set off a stripe on the right side which set off a wrapped candy. I did that twice which gave me the waffles I needed. 5 moves to spare.
Ouch!! With no booster left, and no way to have a full bot, how is this level possible with only 18 moves?

It's impossible to clear the waffles with the number of moves available. Most of us don't have many (any?) Boosters, and even if we did, we can't Reset. Making two CB is pretty much an impossible mission. I won an hour of Stripe/Wrap this morning and even using those has made no differnce.

I somehow passed this crazy level. Started with one each of the boosters available. Then I had many color bombs falling from the sky.

Can’t reset anymore to switch boosters and candies around. Everything stays the same. Can’t put colorbomb together with anything. This just started happening last few levels.

Wasted a lot of boosters trying to pass this level, which I still haven’t passed. Obviously, it requires a lucky board rather then skill. I’m hoping for the lucky board to arrive soon; otherwise, it’s just a PIMA.
Posted that and then passed on my next attempt. Don’t remember if I had any starter boosters. Anyway, got 3 wheel spins, two for 5 extra moves and the third for 15 extra moves. Got it on that spin with a couple moves to spare. Thank God it’s over.

This level is nearly impossible to pass. Will need lots of luck and patience.
I don't mind when the levels are challenging but it frustrates me when they are impossible and on top it they cheat!! I'm making moves for horizontal stripes and they give me vertical!! That's just wrong.
I finally beat it..not for free cost me 3.99 because i only needed 4 waffles and i went thru 21 gold bars and never won the extra moves!! I beat it because i used the ✔ mark ball, a colorbomb, and stripe/wrap to start..

Who at King decided that players of their game want to deal with "Nightmarishly Hard" levels? I sure don't. I play the game for fun and for a few minutes to distract myself, not to be thoroughly aggravated. Bottom line, this is an impossible level. You get through it whenever you happen to get the "lucky" board or you pay for tons of boosters and additional turns. I've been on it for close to a week and haven't come close to clearing it. What a joke.

Well it is as described nightmarishly hard. Booster used to no effect, without a 15 extra life booster it would seem impossible. The new colour booster has little impact.

This is so boring. Been stuck here forever, not getting anywhere near the waffles target. Lucky board would be nice.
Yes it's ridiculous. No resetting; u will lose that turn. Def not enuf moves. I use every booster I get my thumbs on. I win quite a few usually as I play often but I use them all quickly and still here I sit. Over & over, hour after hour, day after day, and sometimes week after week.
Some quests or races or otherwise it costs u more boosters to play it than u get if u win. I mean the episode race is 15 levels and you win 1/3/5 gold bars which buys u nothing.
My Treat Calendar is gone. Anybody else's? Sure, and this would be Day 7! Needing those boosters about now or yesterday or a few days ago LOL and maybe next week LOL

You can’t clear a fixed level. This one is impossible. I’ve had 2 colorbombs twice and still didn’t Lear it. A Sham. Time to quit!

This may be the time I finally quit and get something constructive done. My board is down to 17 moves (not that one more would help much). I just keep playing out 15 lives on 3 devices and waiting for them to fill up again. Waste of time!!! NOT SPENDING MONEY ON THIS!!!!

Sucks Sucks Sucks Sucks. You have sucked all the fun out of this game. This is supposed to be relaxing. It isn't. This level was Nightmarishly difficult when there were 24 moves. I can see why you would want to drop it to 18 moves. If you want us to quit then just end the damn game at a certain level but don't keep us stuck at a level for days and weeks at a time. It is obvious that there is no strategy to these levels. So, we just keep playing until we get that rare lucky board. I would rather I load the game and give me 5 spins of the wheel of fortune. I can spin 5 times and move on with the rest of my day. But, this is ridiculous. I am ready to put my fist through the screen. Not fun any more.

I have played this game so many times (thank goodness for free plays) and still not getting anywhere near finishing this game. The video states you will not pass this game without using BOOSTERS, the boosters I had I have used trying to pass this game and still nothing. I might as well give up now as I do not have the funds to pay for boosters. This game has lost the ENJOYMENT value and certainly not fun any more. LUCKY BOARD PLEASE CC before I give up on this game.

Level 4684 seems utterly impossible with only 18 moves when apparently it used to be 24 moves. Do they really want people to leave this game when they have reached such a high level? I have seen lots of comments asking for a "lucky board" - what is this please and how do I get one?
Did it without a double candy ball. Got to end with 12 waffles left and only 1 move, so I launched the wrap satellite, which left me with 6 waffles and one move. Used 2 hammers to hit striped balls aimed at waffles to finish it up.
I've been on it for weeks. 18 moves? Impossible. I'm so bored with it.
Not possible with 18 moves. Candy crush is going downhill fast. They took away the once in awhile free bonus wheel and you can no longer earn boosters by playing past levels. On top of that, they have to cheat. Bonus candies will blow up for no reason, they don’t fall where they should, etc., etc..

Hier poste ich nun zum dritten Mal. Dieses Level macht sehr aggressiv. Seit fast 2 Wochen sitze ich hier fest und ich hatte noch nicht einmal annähernd ein gutes Board. Auch Booster helfen nicht. Sehr langweilig und demoralisierend. Ich werde diesen Tag heute mein Glück noch versuchen. Ab morgen lösche ich diesen Mist dann. Gibt Besseres meine Zeit zu vertrödeln.
