Level 4052 Candy Crush saga is an order level, you have to collect the chocolate to complete the level. There is enough chocolate on the board to complete the chocolate order so there is no need to allow it to grow to collect enough. Some of the chocolate is locked under licorice locks which have to be cleared to get to the chocolate underneath.
Unlocking the licorice locks is fairly easy and can be done with the first move. Simply switch two of the stripes along the top of the board and this will detonate all the stripes and unlock the locked chocolate. If you switch two of the end ones on the left, towards the side, this will be the best way to unlock all the chocolate.
Once the first stripes are used you can begin making moves lower down the board to clear the chocolate. Even though chocolate is fairly easy to clear by making matches close to it, you should still try to make special candies and combos as you could easily run out of moves before you have cleared enough to complete the order. If the chocolate grows it isn't too much of a trouble as long as you don't let it grow too far. 
Take your time, there is no need to rush your moves and the chocolate will only grow after you have made a move so you can spend time thinking about the best move to make next.
