You have to collect keys to unlock the locked cells in the top left of the board and in order to collect the keys you need to clear the cakes as the keys drop down from the dispensers once the cakes are gone. There is also jelly under the cakes, although it is a single layer so it will be cleared by the cakes.

First get rid of the licorice while at the same time looking for chances to make stripes and wraps. Stripe/wrap combos will take care of the cakes quickest. Colourbombs don't help much to begin with, even if switched with a stripe they tend not to do much clearing of the cakes. Colourbombs will, however help to collect the keys once the cakes are gone.

I don't think this level is impossible without boosters, but it needs so much luck that it may as well be! 15 moves just isn't enough to do everything that needs to be done to collect the two ingredients.

The dispenser in the middle of the board is essential as it will give stripes and wraps, often next to each other that can be used to get the ingredients down the left side.

Be very careful when using the combos as the ingredients will only drop down if they are in the right position, so it's worth watching the left side after you have made a move to see how the licorice drops. Sometimes you have to wait a move before ysing the combos and this wastes moves, making it even harder to complete the level.

The first ingredient is not too hard to collect although it may use up most of your moves.

However. the second ingredient will only be able to drop onto the board if there is a space under the dispenser for it to drop into, so the candy or licorice under the dispenser has to be removes either with a move or you can use a hammer if you have one.

Once the second ingredient is on the board you should have a reasonably good chance of collecting it if you have a few moves left.

I found the hardest part was getting the second ingredient onto the board.

You can try using a coconut wheel booster if you are struggling as much as I did, use it to clear blockers under the stripe dispenser to get the combos dropping quicker.

Since you only have 18 moves to complete level 2986 your priority has to be to clear the cakes. Clearing the cakes will unlock and remove the chocolate and help towards clearing the two squares at the bottom which don't have any candies in.

Once the cakes are cleared you will be left with a few jellies and also the two candy free squares which you need to hit with a stripe or a combos.
